LAGOS STATE WATERWAYS AUTHORITY (LASWA) INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR OPERATION AND MANAGEMENT OF OMI-BUS


1.0 BACKGROUND:


1.1 The Lagos State Government’s (LASG) THEMES+ Agenda, with Traffic Management and Transportation as its first pillar, has committed to the Ferry Reform Initiative. This initiative aims to improve the stock of high-capacity standard Ferries operating within the Lagos Inland Waterways by reducing congestion on our roads and promoting an effective and safe water transport system. The LASG is hereby seeking Expression of Interest from qualified Ferry Operators with substantial years of experience in water transport and fleet management on the Lagos Inland waterways.


1.2 The Lagos Public Transport Network is at a critical stage where all its selected modes are being developed to promote integration and efficiency, hence the massive investment and adoption of Standard Ferries under the Ferry Reform Initiative. Lagos State Government through the Lagos State Waterways Authority (LASWA) is calling the public to submit an Expression of Interest for the operation and management (O&M) of the OMI-BUS.


1.3 Given the anticipated population increase, there is a need for an effective inter-modal transportation network within the context of the Lagos Transport Master Plan to cater for the growing demand of people to efficiently commute in Lagos. Additionally, the introduction of a modern transport payment system (cowry card) will boost private sector participation, and promote social inclusivity.


2.0 MANDATORY DOCUMENTS REQUIRED:


2.1 All prospective operators are to submit the following documents:


  • Full name and Nationality (country of registration) of the company, contact person, postal address, telephone, and e-mail address.
  • Ownership/Corporate structure, including name(s) of shareholders and percentage of shareholding.
  • Company registration, including Certificate of Incorporation, certified true copies of memorandum and Articles of Association and CAC Form CO7 or the equivalent.
  • Most recent 3-Years Audited Financial Statements and latest Management Accounts.
  • Evidence of the company’s tax clearance certificate for at least 3 years/Value Added Tax (VAT) registration certificate.
  • Management Team: Resumes and experience of key personnel.
  • A Business Plan/Financial Model: detailing the business expenditure, marketing plan and revenue projection.
  • Financial Capability: Proof of financial resources to operate and maintain the ferry service or access to credit facility.
  • Evidence of any Professional Advisor/Technical Partnership.
  • Operational and Health, Safety and Environment (HSE) Plan.
  • Maintenance manual and standards: showing a comprehensive guide detailing the maintenance procedures, schedules and standards to ensure the optimal performance and safety of the ferry.
  • Evidence of registration with the Lagos State Public Procurement Agency.


2.2 It is pertinent to note that preference shall be given to submission that demonstrates exceptional value for money and operational innovation, subject to His Excellency’s approval.


3.0 SUBMISSION OF EXPRESSION OF INTEREST (EOI):


3.1 Interested firms may obtain further information at the address below during office hours between 09.00am to 4.00pm.


3.2 Submission of EOI opens on the 9th July and closes 15th July, 2024 at 12.00pm noon.


3.3 The EOI submissions should include:


  • One (1) original hard copy with five (5) other hard copies & One (1) soft copy to be delivered in a sealed envelope clearly marked ‘Operation and Maintenance (O&M) of the OMI-BUS' (e.g.) with cover letter and submitted not later than two (2) weeks from the date of this advert to the address below by 12:00p.m. Nigerian time on the said date.
  • EOI submissions through e-mail or fax shall not be entertained.


3.4 Successful bidder is expected to pay a commitment fee within 2 weeks upon receipt of award.

4.0 ADDITIONAL INFORMATION:


4.1 All responses should be typed with each page numbered. A table of content should be included with numbering that corresponds with the format set out in Section 2 above.


4.2 It should be noted that this invitation does not constitute a commitment on the part of LASG and/or LASWA to select any firm or consortium expressing interest. Furthermore, submission of the documents shall not entitle any of the interested parties to any claim against LASG and/or LASWA by virtue of such firm or consortium having responded to the EOl/invitation. All costs incurred by respondents as a result of this EOl/Invitation and any subsequent requests for information shall be for the respondents account only.
