PAYMENT SCHEDULE 2

Pipelines, Telephone and Electricity Cable Crossing Permit

(a) An application for pipeline, telephone, and electricity cable crossing permit shall be made to the Managing Director of the Authority using forms specified by the Authority after the payment of the sum of N25, 000 for the application form.

(b) All applications shall be submitted minimum of 30 days to the commencement of work

(c) A non-refundable fee of N25, 000 shall accompany the completed form with other documents specified in the Schedule to these Rules.

(d) The application shall be accompanied by the followings in the case of an application for pipelines crossing permit:

i. Two (2) Copies of Echogram for pre- and post-survey showing the pipeline mainline and by pass across the rivers for inspection;

ii. Two (2) copies of drawing showing water level and top of pipe and cover on the river bed.

iii. Map/charts of the route drawn at a scale not less than 1:10,000 that show either directly or with the aid of a legend:

  • The location of the pipeline.
  • The size of the pipe to be installed.
  • The Bathymetry of the river bed along pipeline route.
  • Co-ordinate of control beacons (x,y,z) on either side of the river bank.
  • Information on gauge and zero reference of such gauge if any.
  • Chart datum reduction and chart datum value to have the water level/pipe over figure.
  • Design drawing for crossing bank protection plan.
  • Navigation Aids/Buoys at crossing points.

(e) The following guidelines shall be used for a bathymetric survey of the river bed along the pipeline route:

(i) Scale 1:500 or 1: 100 (or as may be convenient)

(ii) Whenever the line crossed navigable waterways, a plan is produced with soundings, at least 200 m, in both directions from the crossings indication of typical side rise and fall and a profile of crossing.

(iii) Profile spaced at 25m interval and fixes at 10m interval.

(iv) Deep burial of pipe from river bed.

(f) The rates and charges for pipeline, telephone, electricity cable crossing permit shall be as follows;

PAYMENT SCHEDULE 4

POLLUTION FINE

All operators of vessels and floating platforms factories along the waterways, tank farms, waterfront bars, restaurants and club houses are to pay a pollution fine to the Authority for any abuse or damage caused to the marine environment in Lagos State. The amount will be determined by the Authority in line with the policy of the Lagos State Government. The fines are applicable to

  1. Oil tankers/barge operators
  2. Non-oil cargo vessels
  3. Fishing boats/Trawlers
  4. Tank farms
  5. FPSO and FSO using the Lagos waterways
  6. Factories along the waterways floating hotels
  7. Floating docks/dockyard/cranes
  8. Passenger ferries
  9. Houseboats, dredgers and OSVs
  10. Bars/restaurants/boat clubs
  11. Other vessels and platforms that could cause damage to Lagos waterways
  12. Sewage trucks
  13. Habitats discharging wastes into the waterways

PAYMENT SCHEDULE 5

CHARGES ON JETTIES AND PIERS IN LAGOS STATE
The Following conditions have to be satisfied to operate a jetty on the Lagos State Waterways.

  1. Application Form (N25,000)
  2. A license to operate a facility as a commercial/private jetty shall before the issuance of license by the Authority comply with the provisions of the Lagos State Urban & Regional planning and development Law 2010 and other law.
  3. A copy of the Certificate of Title for the property near the jetty site. The license will only be issued in the name of the property owner, as shown on the Certificate of Title.
  4. Copy of the Certificate of Incorporation
  5. A site plan (A1) showing the jetty location in relation to the applicant’s property, with the jetty dimensions.
  6. The site plan must include all other structures, e.g. boat ramps and others
  7. Jetty structures must be in appropriate engineering specifications and must be submitted with the site plan.
  1. JettiesThe charges will take into consideration the following:
  • Length of jetty
  • Use of jetty
  • Location of jetty
  • The length of jetties is categorized between 15-20 meters, 20 -40 meters, 40 -80metres, 80 -100 meters and above 100 meters.

9.The use of jetties will include:

    • Leisure/Private purposes
    • Commercial purposes

    Location of Category A jetties will include jetties within the coastline of Tin Can, Kirikiri along Porto Novo creek, Apapa, 5- Crowry creek, Lekki- Ajah axis terminating at Badore, Lagos Island, the Mainland and Ikorodu coastline terminating at Egbin.

    Location of category B jetties will include jetties along the coastline of Porto Novo from Ijegun Egba westward and coastline of Badagry creek from Bishop Koji, all terminating at Badagry. The jetties along the coastline after Egbin to Epe are also inclusive.

    Initial Fees for Construction of Jetty:

    • Application Form: N25,000
    • Monitoring Fees: N100,000
    • Construction fees to be determined based on shore length and shore utilization (Per Sqm.)
